Ancient civilizations needed water in order to drink and water their farmland, so they began to settle in areas near rivers. People of that period established a civilization in the area called Mesopotamia, between the Tigris and Euphrates Rivers. Babylon was the capital of this civilization. The people there lived so close to each other. That’s why they needed rules in order to keep peace. In about 2000 BC King Hammurabi, made the first written set of laws. He called it “The Code of Hammurabi.” They applied severe penalties to the law breakers. The famous word “An eye for an eye and a tooth for a tooth” probably came out during that time. That is, the punishment was suitable for the crime. When they punished people, their social classes or ranks weren’t so important. In a way, these early laws brought everyone a kind of social protection.
